The aircraft controversy set aside, Boeing itself has been gradually going downhill ever since it merged with McDonnell Douglas in the late 1990s. In the course of assimilating its rival, it inherited the latter's bean-counter culture and constant restructuring mentality. Ironically, replacing Boeing's own stable tradition of being dominated and guided by the concerns of engineers. The woes of its Starliner are disparaging legend.
