Having them serve in the army for two years isn't new, is it? I don't know about the two years part, but I used to be roommate with foreign students (legally here on a visa) and they were led to believe by a recruiter that they'd get citizenship if they served in the military for a while.

They can fast track their citizenship by serving in the U.S. Military, I had a bunch of Mexicans who did this in my platoons in the Army.
