I would like to enhance the brain department a billion times and give direct supervisory control such that the brain understands the DNA language and changes the DNA when replicating for color changes, size of "you know what", hearing, eye sight etc.

Why not? You see, if we do genetic enhancements using external tools for the body, we have to constantly keep splicing our genes. Since the brain is there...why not use it...one tool does everything....
