You have control over all prison systems in the world, the entire planet will do whatever you say. Determine whether you would begin testing inmated for a variety of purposes.... think on whether you would euthanize them all to be merciful, both to them and humanity.. or would you just leave them alone keeping the system exactly as it is now.

I for one would just Euthanize them all in the showers, no point to have inmates living even 1 year in jail, they deserve to be free in heaven with Jesus.
