The International Court of Justice at the Hague has dismissed a Congolese request to stop a French investigation into torture allegations.
A French court has begun a judicial enquiry into several senior Congolese officials, including President Denis Sassou Nguesso, accused by human rights groups of torturing Congolese civilians . . . .
. . . . Because the Congolese army chief, Norbert Dabira, has a home near Paris, the human rights groups claim the case can be tried under French law, even though the alleged crimes were committed abroad.
