hi! im kinda confused about this aspect of american history, I dont understand what authors in books mean by "vriginia's asumption of state debts" when it comes to american history, particularly refering to virginia's decision to "assume" state debts if the capital of america was moved to washington dc.
Actually, what I said above may be kinds confusing, so, on a large scale, what exactly was Alexander Hamilton's financial plan for america and how is this all related to the being moved to "the potomac"?
