men and women "decided" it (unconsciously) of course, who else? god? the important question is why did they decide what they decided? and the answer is in the differences of their physical bodies. the physical differences create mental equivalents of those differences. how detailed do i have to get?: men have a "hard" body. the hardness is reflected in their personality. we know that many men try to be "hard" which equals tough. and girls have a soft body, so their pesronality is soft (sensitive) yes, you're cool! no but... the reason that it's not cool for a girl because it's so easy for a girl to get 10 guys. but for a guy it's hard to get 10 girls, because girls are so careful (feminine), that's why it would be impressive/cool accomplishment for a guy.
