I don't agree. Blind people perceive with all kinds of senses. Sometimes more acutely than the sighted. They can feel sunlight, for instance.
Then it shouldn't be hard for you to give that definition. I can't prove or disprove something that is undefined. Or defined in a way that is non-sensical.
