"The Dark internet" is just what the current main stream media calls the underground world of illegal activities like buying/selling drugs, online child pornography, sex trafficking and terrorism.

"TOR" refers to "The Onion Router" which basically is a system designed with the intention of creating anonymity by causing any internet connections to be rerouted through multiple "layers" to try and suppress the true origin of the connection. The point here is most people connect online through an ISP or an Access Point (like at a library, cafe, airport etc) and in most cases those points themselves can be assessed for how high a threat they are for allowing misconducted, which means the very ISP's themselves can likely be tasked with monitoring the access point. (If they see high grade encryption being used, then it will just bump the threat elevation higher.)

TOR incidentally effects data packets layers, so it effects the transient protocol which means "Firefox" being a browser can function with TOR without any problems (as long as it's set-up correctly) Although if you start dabbling in "all that is dark" you'll likely end up with some uniforms turning up at your house to break down your door and seize any electronic equipment you might have, (That will likely be your only warning, since they don't warn people)
