I think it changed when the forum software was updated. Photizo and jcc are both permabanned too, but their names don't have the "banned" banner either.

The strike through one's user ID is the symbol of being banned. Trooper's community status would definitely appear to be a software error. I looked around for an option but didn't find it; send a message to the Administration, maybe they'll come up with something. (It could be something as obscure as a pathway related to what box was checked when the actions were taken; XenForo software is bugtastic.)
There were problems with some bans when we switched over - some temporary bans were made permanent by the new software. There have been problems in the past - and I raised these both publicly at the time and in the back room - where what are issued as temporary bans became permanent according to the software even though no strike through appears against the name. The details elude me because it was months ago, however, I recall it was something to do with the expiry dates on the infraction points or some such.
