The Allies certainly considered themselves morally superior to the Axis powers. The Montreal Protocol originators certainly considered themselves smarter than all the people who claimed that there was no ozone hole, that it was all lies, that there was absolutely nothing wrong with CFC's. The countries who created the ISS certainly consider themselves more capable than countries who could not orbit a space station. So they all meet the definition of "holier than thou" - to certain other groups of people. You probably just don't belong to those groups.

Everyone can voluntarily abide by the accords. California has stricter environmental regulation and has had for decades.
Will Trump continue down this path of destruction? It's a good question. He's already badly beaten down. Withdrawing from the Paris Climate Accords would be stupid. But, hey, Trump is known for stupid. It's his hallmark.
