    That's another thing, a well financed surveillance operation would easily remain secret. A harassment campaign is illegal, and action can be legally taken to end it.

    You're confusing cause with effect. It's far more common for insane people to think they're being persecuted than for persecution to drive people insane.

    This thread was reported, basically for being so vague that a topic of conversation can't be discerned.

    If you're starting a thread, it's a good idea to explain what the topic of the thread is. It's also good if you can say why the topic interests you, what you think about it, and what questions arise for you. These things can get a discussion going.

    As it stands, most of this thread involves people guessing at what Bowser's topic might be.

    All things considered, the best thing to do is to close this thread. Bowser can try again if he wants. A good start would be for him to define "gang stalking" and give a few specific examples of it. Then he can perhaps give his impression or opinions about it, and the discussion can go from there.
