I thought Batman's take in that was interesting (even though I never saw the film):

Superman is an alien! It's not his planet, not his people. Of all the people on this planet, he is the last one we should trust to be loyal!

    Did he ever claim asylum?

Not being of Earth he could fall under the stateless umbrella and his world destroyed he could hardly be sent back from whence he came

It always seemed strange his birth was never questioned. I mean by those around his "parents" as Clark Kent

Surely neighbours would have been aware of any pregnancy so to have a what , 6 month old baby turn up in the arms friend, didn't raise any eyebrows?

He was adopted. That wouldn't have been very secret.

In some stories they tried to bring him to a Home for Children, whereupon the home agreed to let the Kents adopt him.

The only question then remaining is the Kents' story about where they found this lost boy.

Superman was separated from his parents trying to cross from Mexico into the United States.

    And/or hibernation.

    Wasn't he a tiny baby in a cocoon-like pod?

The Kents found him in a field & turned him over to authorities. Then they adopted him. Initially, they did not know where he came from. That is legal.
They hid the spaceship & did not mention it to anyone. Is that illegal?
In 1938, Superman was 25 to 30 years old so the origin story began somewhere from 1908 to 1913. It was much easier to adopt then & people did not ask as many questions as now.
Authorities would have been very relieved that the people who found him wished to adopt him. The Kents were good people who would easily be approved.
Initially they were shown as old when they found him. Later that was changed & they were that age when Superman was 25 or 30.
The Kents were shown going down a road in a truck which was common to 1938 rather than much earlier.
The publisher/editors never wanted Superman to age much so now he is 30 to 35 years old. The timeline was continually pushed forward. Presently the Kents would have found him only 30 to 35 years ago.

Siegel & Shuster had a simple small rocket. Later it was changed to a cocoon spaceship.
I think they never went into much detail but the spaceship did preserve him as a baby.
I do not recall them saying so but somehow I always thought his ship went thru a warp in space and/or time.
