They had every reason to believe that China was lying, even without Taiwan's warning, and still downplayed it and repeated the Chinese party line. Any expert in the field would have suspected they were given faulty information and that human to human transmission was not only "limited" and "possible" but also highly likely given knowledge of past SARS outbreaks. It doesn't matter if the WHO were run by North Korea. Once Trump received the appropriate advice from his own medical experts, everything that's resulted since from his disregard for that advice falls on his own shoulders.
