Can time be used? If it can then time is a resource, it can be a store of information. But time never really exists, it's gone as soon as it arrives, type of thing. So, no.
Well almost. The best you can do there is measure a distance and say it's so many units of time, however you choose them. That's how clocks work. If you have a digital clock, the distances are between numbers, a clock with rotating hands has numbers too, though. Which suggests an interval of time is a thing we find a map to real numbers for (by e.g. building clocks). Moreover, applying such a map means that time disappears ( or never appears). Measuring an interval of time uses numbers and regular periodic motion; it does not "use time".
And depending on the observer and his environment, that measurement of time will be different. Time is real for many reasons, as detailed by Sean Carroll, the valid question to ask is if time is fundamental. I see it as fundamental as space, as both evolved at the BB. Without space, we have no time: without time, we have no space.
The crux of the matter is that we have no way of defining space and time, other then your own personal space and time. Absolute space and absolute time do not exist.
