    I do think that it is wonderful that several whales who gave so much enjoyment to so many children both young and old for so many years may well soon have a large area in which to live out their remaining years.... (or possibly even decades).

    I would guess that I must have been where this photo was taken on at least fifty if not a hundred times over these past fifteen years.

    what does justin say ?
    have local government already pre approved law zones ?

    you cant just assign westerner sanctuary to indian fishing waters and land
    how many million do they have sitting in their whale sanctuary trust account ?

    e.g
    you could probably safely run a shell fish farm along the shore lines

    I was more thinking about Orcas.

    Whale sanctuary also sounds like free lunch for killer whales.

    Legally the stage seems to be quite well set up for this.
    From what I have heard most of the funding seems to already be in place.

    They are talking about both Orcas as well as Beluga whales and also dolphins.

    Based on that first video I am now guessing that the killer whales will not be able to be in the same sanctuary as the Beluga whales????

    only belugas are regionally local
    orca & dolphins are frontier apex predators
    while they have territory
    only the beluga requires a specified area to feed and live in
    unlike orca and dolphins

    do orca hunt beluga if they are baited into co-existence in habitat (some orca will)

    i highly recommend a shell fish farm being included in the build
    it adds another tourist stop off where they can spend money and introduces long term scientific salaried local money & science
    it also allows pay-off to natives and local natives to be capable of delivering hard currency as food & cash to allow integration into their resource zones

    captive ?
    locked inside ?

    Orca are extremely smart
    they are also apex predators which will eat any other type of living marine animal that is not poisonous
    They have advanced group interactive hunting techniques and change those depending on the prey
    adolescent orca will actively (like a teenage human) seek out things to kill & play with &/or have mental health issue where they become killer psychopaths etc
    and/or attack or reject group interaction with their own species & family's

    dolphins very similar but they dont have the kill and dissect power of orca so they are locked into school fish

    Beluga are more sheep like more group socially orientated and less violent
    they also have smaller young which will be killed and eaten by Orca if the Orca like the taste and can eat them without being damaged.

    Beluga face more REAL threat from humans attacking them or poisoning them in some way.

    the only thing Orca do not kill is things they do not WANT to kill

    if Orca decided to hunt & kill humans in the water
    it would be like a 1990s attack submarine verses a 1930s naval frigate(humans are the 1930s naval frigate)

    why dont orca kill and eat sharks ?
    probably because they have too much pollution in them and really tough skin & sharp teeth.
    but they could if they wanted
    and Orca can kill with its tail as an attack weapon unlike a shark
    an orca can choose to drown something or smash it with brute force
    or use a tool like a wave etc
    Belugas are a bit dumb & not mentally designed as primarily defensive against advanced predation.
    though given pressure Beluga would develop group defense tactics against Orca, possibly targeting their young to create hereditary exclusion concepts via genocide

    the mental trauma the Beluga would knowingly cause on the orca mother by killing its babys would be enough to disrupt the family from hunting in that area and install a disruptive mental discourse that would probably create the exclusion zone as a survival critical function

    Dolphin & Beluga are very compatible

    but unscrupulous fishing business owners will kill dolphins
    so you need active policing & local support

    which is part of the psychology & functional practicality of shell fish farming in the area
    so business is behind supporting the preservation of the ecosystem and marine life, to defend against those fishing business owners

    • Tourism operator
    • Shell Fish Farm owners & workers
    • Local Tribal community
    • Take away
    • Cafe
    • local store
    • Bed & Breakfast
    • hard ware store
    • Rental property's(owners) & holiday home owners and local camping ground

    all support the preservation of the dolphin & other marine life against the corporate business fishing owners who will try and kill the marine life & wipe out all competition and other influential businesses & interests.

    Beluga are tied to zones & cycles
    where as dolphins are roaming
    orca are roaming

    Beluga whales inhabit the Arctic Ocean and its adjoining seas. During certain times of the year they are also found in large rivers.

    During certain times of the year belugas can be found in large rivers such as the Amur River of Russia, and the Yukon and St. Lawrence rivers of Canada. Belugas have been found 1,995 km (1,240 mi.) up the Amur River, and 965 km (600 mi.) up the Yukon.

    ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
    soo as you can see regional protections are critical to ensure species survival
    as opposed to roaming pods of dolphin & orca which can be completely global
    Beluga are a lot more sensitive
    doing anything that might bait juvenile orca to hunt baby beluga would be beyond foolish
    it would be like drinking and driving around schools
    having a shellfish farm working the same inlet would allow them to hold high powered riffles to kill any predatory juvenile orca or sharks that decided to attack the beluga
    etc etc etc
    sound logic is always sound logic
    as rare as it may be to many people
    local tribes
    local government
    local fishing guides
    local fishing businesses
    local tourist operators
    local general stores
    local bed and breakfasts
    local rangers wildlife
    Beluga are regionally specific
    Orca & Dolphin are international
    "Whale Sanctury"
    versus
    "Beluga Environmental & Economic protection zone"
    "whale sanctuary"
    is airy fairy nonsense
    you may have to kill some whales(occasional marine life like a wild mentally insane orca or shark or other apex predator) to protect Beluga
    reality versus bullshit
    some orca turn into serial killers for fun
    they go on killing rampages and also get personal hate towards individuals and various species
    easily as mentally complex as an average human
    etc etc etc
    de scaling beaches (zones) for humpbacks included etc etc etc
    salmon fishing & spawning etc etc etc
    what % of politicians are only in politics to line their own pockets and serve their own narcissistic power machinations of personal ideological dictatorship ?
    good ideas do not become bad ideas because the ruling political party has changed
    unless the ruling political party are psychopaths seeking to vote buy voters whom are psychopaths
    My impression at this time is that a much higher percentage of politicians have relatively good motives for their first campaign but.........
    the eight thousand five hundred wealthiest of the wealthy have designed a system where new politicians are tempted..........
    and lured into deals that they are all too human to resist..........
    When you look at the net wealth accumulated by long term political leaders and compare that number with their salary plus benefits each years plus whatever level of wealth they began with or inherited...........
    you will notice that the numbers do not really add up for those who were in politics for a number of decades.
