No, it isn't. AFAIK iron is primarily used as an oxygen carrier in the blood. That's why it is Red (hemoglobin). However, octopuses and other deep ocean dwellers use copper for oxygen carrier in their blood . That's why it is Blue. I don't disagree with that, but that is not what you posted. It is not the copper that makes red blood cells , it is the iron (hemoglobin) that makes the blood cells red, not the copper.
