Regarding the train station bombing, my own view is that it was unintentional by the Russians, but rather than hold their hands up and admit the weapon was inaccurate, they simply denied everything. The particular munition is notoriously inaccurate, so had they deliberately targeted the station it would likely have missed. They were likely targeting something close by, but hit the station instead. But their dishonesty prevents them from admitting their mistake. That's my take on it, at the moment, at any rate. If evidence arises that it was deliberate then I wouldn't be surprised, but I'm giving them the benefit of the doubt for the time being.
Well, right. But artillery officers aren't idiots; they know the accuracy of their weapons. If they fire it towards an area that includes a train station, they know that they might hit it. It's like firing an AK-47 on full auto into a crowd 100 meters away. Did you intentionally kill that one little girl? No; the weapon isn't that accurate at those ranges. But could you have expected that to happen? Definitely. The defense "I wasn't targeting her!" doesn't fly.
