If they military were they could have been on trial already. Since they are not military they must be civilians. It is just that the US is changing the laws to make them into something else than civilians. Then again neither the torture of civilians or military personal is allowed so I don't really understand where you are going with this anyway. Torture is torture. Terrorism is terrorism. Corruption is corruption. The US is one of the few western democracies where lobbying is legal. Lobbying is another word for corruption.
