True Idle, but like I mentioned, a stock '93 Civic Si can do 130ish. It wouldn't take much, much at all for it to do 137.
Those Civic hatchbacks had about 130 hp and weighed 2326 lbs (1:17.9 power to weight ratio).
To put that into perspective, a 1990 USDM Nissan 240sx has 140 hp and weighs 2650 lbs 1:18.9 p/w ratio). If you remove the speed limiter from one of them, they will do 140...stock.

The Civic has a better p/w ratio so at least based on this information and no other possible factors (temerature, elevation, etc.), a stock Civic Si could possibly do 137 mph.

Remember though, top speed is more a function of aerodynamic drag to HP.

Both vehicles I mention above have a drag coefficient of about .30.

i used to own a civic crx- good for 130mph in standard trim. put a less restrictive air filter on and an exhaust such as a mongoose system , theres an extra 20bhp so no problem getting to 137mph. they have a v-tec valve system that does'nt require springs to close the valves, and allows the engine to rev to 9000rpm . great car, great fun.
