well fascism is the opposite of democracy but isn't dictatorship, it doesn't decide by the majority's liking but isn't by one person's liking alone either. it's more based on a set of concepts or ideas.
Most Governments, we'd agree, reflect their populations. I see nothing wrong a secular government ruling over a secular population, nor do I see anything wrong with an Islamic government ruling over a muslim population. The application and system used will, if both are sincere, be flexible, and sustainable. I'd like to add that the Islamic form of government is much akin to a constitutional monarchy, except that the King is elected by the parliment, and that his term is for life. It should also be noted that the constitution would be based on the Islamic legal system and would evolve therefrom. However, it goes without saying that an Islamic government is for a Muslim population. Minority rights are included, but are limited. I have no problem with a world in which an islamic theocracy, a christian theocracy, a judiac theocracy, a [insert religion here] theocracy, and secular democracies exist in, and trade with one another.
Except a theocracy is inherently totalitarian. They control what you do but also what you think. That is how they maintain the illusion of a Muslim nation, even when people within may have evolved beyond the religion of their parents. Theocracy is an inherent human rights violation. If you don't like the fascist label, don't act like one.
