    Metric, could you elaborate?

    The nature of qualia and the question of how they relate to the physical world may be the hardest of all problems. It has occupied our minds for centuries.

    Depends on what exactly you call consciousness. Qualia are not materialistic.
    For example: the pain you feel when you bump your head does not equal the neural activity that can be associated. Most probably, the neural activity relates to the pain, but it is not at all clear in what way.
