Is there any way to track a cell phone?

You will for the most part (if not everywhere) be told it's not possible, and this is true to an extent, however just because it wasn't possible 15 years ago, doesn't mean it isn't now.

The idea is that for a "reader" you have antenna arrays that mobiles connect to, they are constantly outputting a frequency that can potentially stimulate the right sort of circuitry to have enough charge to create induction interference, which can then be pinpointed by the array (even paired with a previous live signal). For the most part though phones aren't developed to be tracked in this way (although the future of E-wallets might change that). It's more like one of those cutting edge "Urban Myths" that's more than likely to be a reality in the long run.

Ugh... I'm trying to get a company or somebody to help me out.

A friend of mine own a non profit designated driver service that gets people and their cars home, but dispatch and organization is still difficult under those time constraints.

We need a program that shows the location of multiple people and has voice foreword so the drivers can either hear dispatch or the customer calls themselves as they come in. Like voxer and friend finder all in one, but I keep hearing "well it cost so much to make that type of thing".....

Who Cares!!!!??? It's the opportunity to have a company beta test a product someone else has the technology already for, MY IDEA, and all someone needs to do is know computers and cell phones well enough to make it. The chance to sell the app and just sit on money!!!! And you want me to pay to finance it? What?!?!

Take the end piece of cotton from a large reel. Tie it to the phone.
Put the reel on a pencil, so it spins round. The cotton will lay a track as the person moves away.
The user will not realise they are being tracked, because cotton is really thin.
You will be able to follow the trail of cotton, and track them down.

 

I do not know if the police have the type of technology they display, but a television series called "Castle" in an Episode called "47 seconds", The FBI had access to a moving blueprint of all cellphones in the vicinity and they even showed as couples walking together and such.

Once again this was fiction, but I think the technology is moving so fast that if this is not already possible it should be soon enough.

the calls made to it tracks it quite well.

 

They can track your phone even when it's off as long as it isn't a disposable one.
