Mine varies during the day. Mornings it is slow. Afternoons it is a bit faster and when I sleep it is at its highest speed.

That's difficult to tell, it's depend on where you are in the world. For instance in England and Europe there are various attempts to try and raise the average internet speed for people that live here. Your current speed would be the equivalent of an ISDN line from about 10-15 years ago. If you are in a small village or town in some part of the world where they haven't placed fibre optic backbones, then it's a good speed. It's not the best speed based upon the available technologies but the best if the area you are in hasn't been updated. It can be really difficult for rural area's to get higher speeds since high bandwidth connections cost a lot of money and companies will only tend to put equipment in where they see a viable investment. In extreme rural area's they might only get internet occasionally through Wifi fitted vehicles that visit occasionally. (I'm sure I remember hearing about such setup's for extreme remote locations in South America.)
A friend of mine has what is essentially dial-up over a citizen's band radio link. He really lives in the boondocks.
In cases like that whatever speed you get is better than nothing if you of course really need it, or you end up deciding it's more effort than it's worth. (Sounds like he's reliving Telex)
