It's not 'reactionless' but an overbalancing wheel variant. The interesting aspect is that it evidently self-phases to maintain a time-averaged net moment to one side of the horizontal shaft, regardless of cordless drill spin direction about that shaft. How about providing a link to said NewScientist article. Probably years old but let's see.Surely somebody must have started or commented on the EM drive, another such self contained propulsion system. The New Scientist article seem to debunk that claim.
Even Mexican Jumping beans, have somthing to push against, even if they are self contained.

Newton's 3rd Law obeyed in the usual way....and it always returned to it's start position after a cycle.
Nearly all physicists think Newton's 3rd law is obeyed in the usual way for any and all EM interactions too, but that's not always the case.So: any positive news on those links is to be treated with astonishment.
agreed, I tried to find the EM drive on this site. could not. The EM drive has a NASA connection, so somebody serious must have had a hope that one could create preferential internal thrust.Let's not totally hijack it.
