    I think so in essence, though the details differ considerably. The Wankel engine was a more complex concept with 3 spaces that changed in volume, one on each facet of the triangular rotor. This seems to be just an eccentric disc, i.e. one space.

    The functional part is just the shape of the new moon, consisting of stator, rotor and pallet that is attached to the shaft.
