I was browsing the internet. All of a sudden this message came on that covered my entire screen. I had to go to the task manager to get rid of it.

First it said that my IP address had been successfully traced.
    Under that was this message:

"You will be contacted in a few days by the local authority, because you have participated in a Denial Of Service (DOS) attack on TeleService webpage.

This kind of action is a serious crime on the internet, and users helping with DOS attacks will be prosecuted."

    What does it mean?

well it means one of two things....

"They are on to you, make for the exit. They've traced your land line"

or quite simply someone is using the windows Messaging RPC and sending you "messaging spam". MSBLAST used the same exploitable area for propagating itself and people in the security world previously complained about the potentials for "Advertisers and malicious users alike to send "Update" messages to people to upgrade their software".

In fact the same service can be used to force a Trial timeout on programs that have been running pas their trial date.

All I can suggest is either looking into the Windows Messaging subsystem (Not just msn messenger) and start utilising a firewall on all ports. (Just incase someone has been using your system with a Trojan Proxy server.)

    Either two things
    1. It is the brain child of Bill Gates
    2. Bill Gates wants to make a random person's life a living nightmare

There is another possibility that has been in the news of late. That you could be the victum of a hacker using your pc to do his dirty work. Any DOS attacks would be traced to your pc and not his. Several of the viruses now allow the reception of remote commands. Which is another possiblity. Good luck and I hope it is bogus.

    another message

I'm not really concerned but I am a bit annoyed with the following message I get quite often when logged into the network (see attached).

I'm always logged in a user without administration rights. Does this mean that something from the internet is trying to do a sneaky install?

Spuriousmonkey if that continues to persist I think you should check your Virus checker out. I think the Sobig worm utilises an installation message to propagate itself into files on your system.
