You've got to leave it running for a few days at least just to get enough hydrogen to run your car for a decent trip. But again you could construct a fuel cell... If you use solar photovoltaic power you don't use anything but the sun. This system seen here will cost more to get the hydrogen than its worth. Notice how they say, "Also are included are the plans." No mention about the huge costs of putting together all the parts and then assemblying then using their "plans." And the plans would certsinly vary from vehicle to vehicle. Electrolysis is just the use of electricity to split a water molecule H20 into hydrogen and oxygen and the converting your car to run on hydrogen - very explosive. You've got safety hazards, environmental restrictions and laws you'd have to deal with, etc. Then they give you that neat-o color picture of a fully assembled "hydrogen reactor" to entice you into thinking that that's what your going to get. How about public transportation or car pooling? If you've got the bucks, look into sun produced photovaltiac systems as suggested above. The current trend, if you travel short distances, is to get an electric hybrid fueled vehicle. This is probably the best alternative if you only have to travel 50 miles to work or so.
