Medicare doesn't, because it is forbidden to by law - it has to pay "market" prices for drugs, most procedures, etc. Insurance companies don't, because they charge the patient for their bureaucratic overhead (about 40%, in general - insurance company execs get paid more than anyone else in the US medical care system). If insurance companies and Medicare held costs down, the US would have one of the least expensive medical care systems in the industrial world - instead of the most expensive, by far.
I rather have to chuckle. My husband has prostate cancer and had the radiation seed implants (127) of them. SO ....well some things aren't so functional....so after a year I told him it is Viagra or I am getting a substitute....he gets the Viagra. The insurance company will pay for 8 pills a month. I found this hilarious! Utterly hilarious.......I looked at him and said ok....so pick the 8 days in the month you want to get laid. Regulating your SEX LIFE? It is a condition that is a result of CANCER TREATMENT!! RIDICULOUS!

If that's not working there are some companies in India where you can get a very good deal on Viagra through the mail.
