The European Union has rejected Donald Trump’s offer to renegotiate the Paris climate agreement and pledged instead to bypass Washington to work with US business leaders and state governors to implement the historic accord’s commitments.

Less than 24 hours after the US president announced his decision to withdraw from the 2015 agreement and strike a new, less ambitious deal with the world, Brussels declared its outright refusal to engage in such talks.

EU officials will instead cut out the White House to deal directly with the US states and major corporations, many of whom who have already pledged to live by the terms forged in Paris.

At a press conference held with high-level representatives of California, Washington and Vermont - all states which voted strongly for Hillary Clinton - David Rosenheim of The Climate Registry said such states “represent the forefront of climate leadership in the United States” - now that the White House can no longer be relied upon to do so.

States are already going beyond what is required of them under the US’s commitments to the Paris Agreement, with 35 of the 50 having adopted renewable portfolio standards, and 25 having codified standards for energy efficiency.

Three Democratic governors said Thursday they won't let the U.S. back away from a commitment to reduce greenhouse gas emissions, despite President Donald Trump decision to withdraw from an international pact.

"This is an insane move by this president," California Gov. Jerry Brown said, blasting the decision as "deviant behavior from the highest office in the land."

Brown joined Gov. Jay Inslee of Washington state and Gov. Andrew Cuomo of New York to form the U.S. Climate Alliance to uphold the Paris climate agreement, a pact involving nearly 200 nations aimed at slowing the warming of the planet.

The three states already belong to an emissions reduction pact of states and cities worldwide, but Thursday's action marked a direct stand against the Trump administration and a formal commitment to upholding the targets of the Paris agreement.

Connecticut Gov. Dan Malloy and Virginia Gov. Terry McAuliffe also expressed interest in joining the new pact.

"We governors are going to step into this cockpit and fly the plane," Inslee told reporters. "The president wants to ground it — we're going to fly it."

The 83 mayors who previously pledged to ignore President Donald Trump’s climate change policies have upped their commitment after he announced his intent to withdraw the U.S. from the Paris climate accord: At least 83 cities are adopting the historic agreement themselves.

Update, June 2, 9:00 a.m. ET: A total of 83 mayors have joined the Climate Mayors agreement

The group of mayors, who represent more than 40 million Americans and some of the largest U.S. cities, outlined a plan to align with the other 194 nations that adopted the accord:

We will continue to lead. We are increasing investments in renewable energy and energy efficiency. We will buy and create more demand for electric cars and trucks. We will increase our efforts to cut greenhouse gas emissions, create a clean energy economy, and stand for environmental justice. And if the President wants to break the promises made to our allies enshrined in the historic Paris Agreement, we’ll build and strengthen relationships around the world to protect the planet from devastating climate risks.

The members of the Mayors National Climate Action Agenda known as the Climate Mayors had previously announced in March that they would not enforce an executive order that rolled back the previous administration’s policies to regulate energy production and reduce emissions.
