    Information technology has greatly improved the life of the average homeless person. For example, having a cellphone, even if you're living under a bridge, allows you to apply for a job and give the employer a phone number where he can reach you! Many organizations collect unwanted last-generation cellphones and hand them out to the homeless.
    There's also a general migration of homeless people to southern California. The weather in Los Angeles is so mild that you can sleep outdoors about 27 days out of every month, with just a flimsy blanket during what passes for "winter" there. And the population is one of the most liberal, prosperous, generous in the USA, so it's not too hard to survive by panhandling.

    There's also a huge homeless population in Washington, DC. Most of the residents are "feeders at the public trough" (employees of the government, consultants, etc.), and their consciences make them quite generous. The homeless people here have wheelie suitcases instead of shopping carts, and during the winter they always seem to have warm coats and down sleeping bags.

    And when the night temperature drops below 20F/-7C , the city government sends people out to round them up and deliver them to temporary shelters with cots and free food. Of course there are some people who refuse to be taken anywhere, so the rescuers give them warm clothes and blankets--and check up on them periodically. If they lose consciousness then they can be taken to someplace warm without a struggle.

    "There but for the grace of God go I" seems to be everyone's mantra here. If the government itself could be as conscientious and helpful as the people who comprise it, this would be one hell of a great country.

    I have a home with three computers but no Internet connection. I use the free computers at the library to access the Internet and so do a lot of street people.
