The image icon asks for ''Image URL:'' I want to upload from my PC?

Upload to a free host and post link. Sciforums unfortunately doesn't host images.

I don't know. You can link to YouTube videos.

Depends on who the host is.

I have some files, for instance, on free blog server. There are a few blogging services that are useful in this way. I recall having some annoying trouble using Google, though, and don't know if you can use those images here. Nor social media like Twitter or Facebook.

Last time I used an actual photohost, it got folded into something else and all the photos went away. I don't know what all remains for those sites and services.

    Sure it does. Eventually...

Once you have been around long enough... (you only have 14 posts):

In the lower right corner of the Enhanced* editor, there is an 'Upload a File' button.

*you can set this in your profile/settings.

technically if its already uploaded then its not an up load
    it is a link

    linking Verses uploading ...

i am not aware of any sites i have found where they do not allow the upload of a picture from an external device setting like a networked folder.
    mostly quiet the reverse
you must save the picture to your hdd then upload it to the profile.
this circumvents copy-write liability by the site by forcing you to breach the copy write by copying it then uploading it.

cheap & effective for litigious circumstances
