It can be violation of the oath of office, abuse of power, lying, none of which may be crimes but matters of opinion.
Whose opinion? Even if the evidence is clear and overwhelming - which it is, on all those counts - the Senate can shrug in well-rehearsed unison and say "nu-uh!" But this is equally true of a crime. The only difference is, afterward, by whichever route he eventually vacates the office, he can be charged for the crime, not for the abuse of power, etc. Which, of course, means: He's never going to relinquish the office.
The plot thickens. They are now trying to say Trump is mentally unfit. Or is that making the line thinner.
