Naturally every thing in the universe is naturally spawned from scratch, or imagined by minds. Both nature, and the imagination are attributed to a omniscient, omnipresent deity.
If God exists it's his fault. If he doesn't, it's not of course. I also think the concept of "the Devil" or Satan is even more ridiculous than the concept of God.
The answer is yes, in the sense that nothing happens which is not God. In the same way that if you shoot someone, the iron metal itself is responsible.
