    The 'when' is assumed to be the next drawing.
    If the definition of 'predict' had been followed to its conclusion, the op is a contradiction.
    You can't predict random events. That's why quantum physics, and meteorlogists use probabilities.
    It's the next best method when you don't know. It also assumes nothing new will ever happen.
    Next we examine the history of all the revisions to theories.
