    Who knows exactly the difference between these?

    Primary means main one, and preliminary means before main election, so like a round before.

    In the United States, primary elections are (usually intraparty) elections to choose candidates for the general elections, where the officials are elected. There is no such term as "preliminary election" in American politics.
