    what is eletromagnetic radiation

Electromagnetic radiation is simply a stream of photons travelling at the speed of light. They can be anything from radio waves to gamma waves with the only difference being the amount of energy they carry. The energy is equivalent to the frequency or wavelength of the photon.

    ...microwave background...

This is the electromagnetic radiation remnants left over from the Big Bang. It is termed "microwave" because the wavelength of the photons is in the microwave spectrum somewhere between the infra-red and radio region. The photons energy is theorized to have come from pairs of particles and anti-particles continually being created and annihilated.
