Yep. I carry a USB-C to VGA adapter for that purpose. For a while I had a big laptop with a VGA and HDMI output; was very convenient. But eventually it got too slow to run things like Zoom and Teams.
Most OS's have a "Safemode" where the most basic necessities occur for operation usually for debugging, VGA is likely legacy for such things since is "less complex" and was used for terminal connectors in server farms.
