    My thoughts

    No multistorey car parking (which really doesn't make sense because the shopper is at the door so they should know that already)

    Or this is not a multistorey shopping centre (again if the shopper doesn't know on arrival they would quickly find out on arrival)

    This symbol has text that translates as 'do not obstruct'.
