Fear is irrational, you wouldn't just choose to get affraid. If anything retibution is at best a backup plan.
In a certain aspect of the word you would indeed respect the worst of the worst... they're the ones without the respect and that why they are in the position they are in.

Suffering and fear are both negative yet moral things, and go together with hate like a seven headed dragon who tempted the angel of light (knowledge). Basically they belong to the good and happy (nothing-bad) quarter of hell.
Are you talking about prisoners or murderers?
Innocent people suffer too, people without hate suffer. To say it's an illusion is immoral.
