A lot of this sounds like the whole fine tuned universe, which is a misleading way to approach things. You don't speculate and then find things to try and fit into your idea. It's all just words without the usage of basic scientific method, starting at the beginning. What phenomena are you using as a basis to suggest that not only were there other "laws" in place that disappeared, but that the current physical laws that we rely on are also still changing? Realize that if things behaved differently across the universe, we'd notice because we wouldn't get correlation with what we understand to be true here. It's one of the cornerstones, that an experiment or measurement should be consistent regardless of where you are. And I dislike the usage of "evolve" here...I get the point being made, but matter and energy change is not the same as organic evolution, so terminology shouldn't be mixed.
