There are rules in western culture against sexual harassment, but there are far fewer rules against sexual inducement. If women feels uncomfortable by anything she deems as sexually based, she can cry harassment. If a male feels induced, he has to man up and not say anything, since the system is tone deaf.

An interesting spin on this is Sharia Law and Muslims. In Muslim countries, sexual inducement is considered worse. The women are required to cover up all their sex appeal, when in public. They need to wear long loose clothes and even veils to cover their smile. The question becomes, does this increase or decrease sexual harassment?

An interesting side experiment, that was not planned, that may help to answer this, was the immigration of Muslim male refugees, to western European countries and the subsequent increase in sexually related crimes by these men. The young men, instead of seeing covered Arab women, got to see European women with sexier dress styles. In Europe they can see more flesh, body shape and all the face.

Has anyone done a correlation, between the rate of sexual related crimes in Muslim countries, versus the rate in western countries, for Muslim man, as a function of the level of inducement?

Some society seek to cover up all tempation, stone the temptress, other societies, modern secular western ones in general: seek to build tolerance and will power, punishing those that fall for temptation for failing to control themselves.

The rate of rape and harassment in Muslims societies by out western standards is probably beyond imagination, by Muslims standards probably none-existent as a rape would require 4 male witnesses to be legitimate rape, heck according to the Koran a man may do with his wife as he would do with his fields, for that is all a women: is a field to sow his seed, so saith Allah. Secular societies don't follow (or at least try not to) follow religious law.
