A war on domestic poverty involving the US Air Force and regular Army would present some issues Bannon doesn't want on the table. Some South American country that is destroying America by producing drugs would fit better, or possibly a military alliance with the the Philippines to settle a combination drug/terrorist issue. That would have the added benefit of a "cold" confrontation with China, a very lucrative possibility.
