Obviously this is a representation of His Infinite Glorious and Most High Majesty Chuck Norris (All praise his Round~House... His Round~House is Mighty) ...imparting life to the so-called "Flying Spaghetti Monster" in a fit of Supremely Divine whimsy.

Any other interpretation is heresy of the most extreme stripe.
